An Exploration of Rural Governance Patterns in Liaoning Province since the Reform and Opening Up

This paper examines the evolution of rural governance models in Liaoning Province, China, following the implementation of reform and opening-up policies, with particular emphasis on the "county center village conduct" model and its adaptation and innovation in local governance contexts. Employing a qualitative research methodology grounded in Marxist theories of rural governance, this study systematically analyzes the historical development and operational efficacy of rural governance structures in Liaoning Province. Through comprehensive case study analysis, the research identifies critical challenges, including limitations in village cadre professionalization and issues of rural population hollowing, while proposing strategic recommendations for systemic, institutional, and human resource reforms. The implications of this study extend beyond regional boundaries, offering valuable insights and practical governance strategies that could inform rural revitalization efforts in comparable agricultural regions globally. This research thus establishes a foundation for both theoretical advancement and practical implementation of effective rural governance systems in the context of comprehensive rural vitalization.
